Stocks were mixed Wednesday morning as investors await the Federal Reserve's pending decision on reducing interest rates. The Dow was down -54.16 points at 9,010.96, the S&P 500 was down -11.31 at 929.20, and the Nasdaq
fell -19.25 points to 1,630.22.

Most banks were in the negative, including
Morgan Stanley, which announced it was ramping up efforts to grow its deposit base and raise $3 billion in certificates of deposit. Goldman Sachs Group Inc. and Morgan Stanley shares are still down after losses Tuesday due to
speculation that the banks might be caught on the wrong side of a trade involving German automaker Volkswagen AG.
