LIBOR 1-Month 4.18 Change -0.962
LIBOR 3-Month 4.42 Change -0.837
Banks charged each other less to borrow dollars for the fifth day in a row, the first full week decline since July, as the actions by central banks around the world to pump unprecedented amounts of cash into the system is encouraging banks to stop hoarding capital. The LIBOR rates still remain at elevated levels.

VIX: 68.64 Change +1.03
The Chicago Board Options Exchange Volatility Index remains high due to the release of earnings reports and low consumer confidence.

TED Spread: 3.6366 Change -0.4091 
Investors still remain uneasy in the debt markets, but it's slip down from 4.11 signals some modest optimism.
