Global markets rallied Tuesday morning. The majority of Asian stock indexes were up with the Nikkei up 6.4% after Japan implemented short selling restrictions that mirror the U.S. restrictions.
European stocks also gained. The FTSEurofirst 300 was up 3.8% as Iceland's central bank raised its key interest rate to 18% in order for its banking sector to recover from collapse. - Maria Woehr
