Markets rose after an auto bailout plan was announced. The Dow climbed 60.53 points to 8,665.52, the S&P 500 gained 9.45 points to 894.73, and the Nasdaq increased 22.11 points to 1,574.48. Financial stocks were mostly up, but many big banks' stocks dropped on credit-rating announcements.

lowered the credit ratings and outlooks for 12 banks Friday, including Goldman Sachs Group Inc., whose stocks was lagging. Moody's Investors Service lowered its
investment-grade debt ratings on Citigroup Inc. due to the bank's worsening asset quality. -
