Bloom, not Rattner, drives auto policies

In public, Ron Bloom plays second fiddle to Steve Rattner. But behind the scenes, Bloom is driving the Obama administration's effort to remake the U.S. auto industry. Auto industry sources said that Bloom, despite White House spin that it would not appoint an autocrat to whip the industry into shape, is the government's "car czar."

Bloom and Rattner are advisers to the White House officials seeking to restructure General Motors Corp. and Chrysler LLC, both of which stand a strong chance of being forced into bankruptcy in coming weeks.
