Administration unveils broadband stimulus rules

Vice President Biden appeared at Seneca High School in Erie, Pa., on Wednesday to kick off the administration's National Rural Tour, which promotes the ways the White House is trying to improve economics and other facets of life in less populated markets. Biden's talk Wednesday was dedicated to broadband stimulus.
