Agencies warn banks on charter switches

Federal officials Tuesday reiterated that banking institutions won't be permitted to switch charters or regulators without making a compelling case for the move.

Such conversions will not be allowed unless there are "legitimate business and strategic reasons," and conversion requests submitted while "serious or material enforcement actions" are pending "should not be entertained."
