Location-based services provider TeleNav Inc.'s filing to go public Friday capped off the busiest month for IPO filings since March 2008, indicating a steady increase in the optimism for public debuts.
According to Greenwich, Conn.-based Renaissance Capital, 21 companies filed to go public in October.
