Jordan Allen, co-head of North America, chief operating and financial officer of Man Investments USA, will join Victory Park Capital in January as a principal and COO, a new position. From 2003 to 2009, Allen was president and partner of HFR Asset Management.

VPC was backed by the hedge fund-seeding business at FRM, the fund-of-hedge funds business Man acquired in July. FRM founder Blaine Tomlinson is also a member of VPC's executive board.


Carlos Mendez and Josh Eaton , formerly with Sandler O'Neill & Partners LP, joined Magnetar Capital LLC's fixed-income group to source, structure and evaluate asset-based investment opportunities. Based in New York, they focus on illiquid credit and special situations investments, including risk transfer solutions driven by changing regulatory capital rules and regulations governing financial institutions.

Mendez was head of the structured finance group at Sandler O'Neill, while Eaton was a managing director in the group.


Citigroup Inc. CEO Michael Corbat named an interim replacement for his former role as CEO of Europe, the Middle East and Africa. North America CEO Bill Mills takes the role. Along with focusing on Citi's budget, Corbat is reviewing reporting structures and will make more changes in the coming weeks.


The Republic of Angola launched Fundo Soberano de Angola, a sovereign wealth fund with $5 billion of assets under management, funded by oil money. It also established a social charter that chairman Armando Manuel said will help demonstrate accountability to the people of Angola by supporting existing government social programs, among other initiatives.

The infrastructure and hospitality sectors are two of the first sectors targeted for investment. FSDEA will gradually diversify its investment portfolio across several industries and asset classes.


Barclays plc appointed Mike Rigby as head of manufacturing, transport and logistics for the corporate banking division. He joined the firm in 2008 as a relationship director on the manufacturing team. Prior to Barclays, Rigby spent 14 years at HSBC plc.


As part of a restructuring of multi-manager FundQuest, BNP Paribas Investment Partners launched FundQuest Advisor, covering more than 30 asset classes and nearly 400 funds. Funds previously managed by FundQuest were transferred to BNP's global balanced solutions team, which will continue to leverage FundQuest Advisor's selection capabilities. FundQuest Advisor, based in France, the U.K. and Singapore, has 28 professionals, with Stéphane Pouchoulin as its CEO.


Managing director J. Brit Stephens joined D.A. Davidson & Co. to lead equity capital markets origination and execution, based in Portland, Ore. He was a managing director with Morgan Keegan & Co. and at Wachovia Capital Markets.


Gleacher & Co. Securities Inc. brought in James Treco as a managing director in the investment banking division, paper and packaging. He was managing partner of First Chicago Advisors Inc.

Prior to First Chicago, Treco was a managing director at Citigroup Inc., most recently working in London, including as global co-head of basic industries. During his 12 years in London, Treco built the basic industries practice covering clients throughout Eastern and Western Europe, Africa, Russia and Asia. Prior to working in London, Treco was a director with Salomon Brothers for a dozen years in New York.


Matt Bowman joined Pritzker Group as a vice president to source and acquire middle-market services companies. Bowman was previously a principal at Austin Ventures, where he spent nine years focused on growth and equity buyout transactions in a range of business services industries. He will work closely with David Rosen, who heads the services investment team. The firm also hired Jeff Verde as an associate from Robert W. Baird & Co., where he was an investment banking analyst.

Pritzker recently recruited Paul Carbone as managing partner of private equity. He previously built and led the PE group for Baird.


Securian Financial Group chairman and CEO Robert Senkler promoted Christopher Sebald to president of St. Paul, Minn.-based Advantus Capital Management Inc., a Securian subsidiary. Sebald will continue as chief investment officer.


Silicon Valley Bank expanded its U.K.-based private equity services group, appointing Allan Majotra as director of the group and Namita Anand as a relationship manager. Majotra was a partner at Axon Capital and was previously head of business development and marketing strategy at eBay Inc. Anand relocated from SVB's Palo Alto, Calif., office.
