PeterNiculescuBig.pngMortgage lender Fannie Mae, taken over by the government on Sept. 7, announced several resignations: Chief business officer Peter Niculescu (pictured), executive vice president and general counsel Beth Wilkinson, executive vice president and chief information officer Rahul Merchant and senior vice president for government and industry relations Duane Duncan. Fannie did not say where the executives were headed or who was succeeding them.

The firm's three lines of business, single-family mortgage guaranty, capital markets, and housing and community development -- and their leadership -- will now report directly to president and CEO Herbert Allison Jr. Technology and operations will report to chief operating officer Michael Williams. The structure of the government and industry relations position is under review.

Nomura Holdings Inc. is acquiring Lehman Brothers Inc.'s franchise in the Asia Pacific region, including Japan and Australia. The deal will add 10 offices and about 3,000 employees to Nomura, specializing in mergers and acquisitions, execution services and non-cash business including derivatives, electronic trading and prime brokerage.

Separately, Nomura made five additions to the foreign exchange trading division of its global markets business. James Lamb joins as head of FX sales for London. Stephen Ware took a senior FX sales role. Kai Herbert and Sami Amara arrive as emerging market FX traders, and Lofti Bensassi joins as an emerging market FX derivatives trader.

Herbert joins from Bank of America Corp., while the rest worked at Bear Stearns Cos. Based in London, they report to Bernd Broeker, global head of emerging market FX and FX derivatives.

The hires follow the recent appointment of Nicolas Gallet, from Bear Stearns in Singapore, as an emerging market FX spot and forward trader, covering South East Asian currencies.


Investment banking boutique Livingstone Partners LLP tapped two dealmakers from Lazard.

Bill MacDonald joins as a partner in Madrid after 10 years at Lazard, where he handled mergers and acquisitions in the construction and building materials, hotels and leisure, telecoms and technology sectors. Before that, he was head of M&A in Madrid at Banco Central Hispanoamericano and a senior associate of Salomon Brothers International in London.

James Moskal joins the Chicago team as a managing director after six years at Lazard Middle Market. He covered the healthcare sector and also led multiple industrial, agribusiness and business services transactions. Prior to Lazard, Moskal was an investment banking associate in the industrial group at Lehman Brothers Inc.


Private equity investment specialist Abraaj Capital made four hires. Pervez Akhtar, Hisham Ashour, Ashish Dave and Matteo Stefanel were named executive directors.

Akhtar joins from Allen & Overy LLP, where he was a partner and head of the corporate practice. Ashour joins the portfolio management team. He was previously a partner and regional practice leader for Alvarez & Marsal in the Middle East, Africa and Turkey. Dave was a partner with KPMG, where he led the PE advisory business for the Middle East and South Asia. Stefanel was with Marfin Investment Group, where he was chairman of the recommending investment committee, heading all transaction execution. Previously, he was a managing director in the financial institutions group at Deutsche Bank AG.


Corporate finance adviser Close Brothers expanded its Manchester, England, office. Ben Thompson joins as an associate, having previously worked at Zeus Capital. James Hurrell comes in as an analyst from Christopher Street Capital.


Bingham McCutchen LLP expanded its Washington office, adding two partners to its corporate, mergers and acquisitions and securities practice group. Carl Valenstein and Jerome Akman join from Thelen Reid Brown Raysman & Steiner LLP. Joining with Valenstein and Akman are of counsel Rebecca Hartley and David Vidal-Cordero, and counsel Kevin Hughes and Simone Yatrakis.


Austin Ventures made Craig Milius a general partner. Milius joined the private equity firm as a senior associate in August 2000 and was promoted to partner in 2006. He focuses on growth buyouts and minority investments.


Venture capital and private equity firm Battery Ventures announced four promotions: Principals Jesse Feldman, Brian Lieber and Brian O'Malley, and partner Ramneek Gupta.


In Chicago, Bryan Cave LLP announced that Jennifer Russell joined as counsel in the products liability and commercial litigation groups. Prior to this, Russell worked with Boeing Co. as director of insurance litigation and claims in the risk management and insurance department.


Roger Martella Jr., former general counsel to the U.S. Environmental Protection Agency, rejoined Sidley Austin LLP as a partner in the environmental practice group. Martella, a former associate at Sidley, resides in Washington.
