Lazard announced that Tom Tuft will join as chairman of global capital markets advisory, and as vice chairman of U.S. investment banking in November. Tuft, based in New York, will arrive from Goldman, Sachs & Co., where he was chairman of its equity capital markets group. Tuft joined Goldman Sachs in 1976 as a vice president in institutional sales and co-founded its ECM business in 1985. He became head of that business in 1998, and became chairman in 2004.

RBC Capital Markets Corp. tapped Phil Halper as a director in its Scandinavian rates trading team in London. Halper was a senior trader at the Royal Bank of Scotland Group plc.
