Socrates Lazaridis, executive chairman of Athens Exchange SA, reacts to the European Central Bank's interest rate cut and expresses his desire for a more centralized European public-deficit authority. Lazaridis also talks about why he thinks now is a good time for foreign investors to look to Greece.
