Volcker Rule to cause banks to leave U.S.

Douglas Landy, banking partner at Allen & Overy LLP, discusses his concerns about the Volcker Rule. Says Landy, "They should scrap the proposal that they have" because "it applies outside the United States, everywhere in the world."
